Cybersecurity Law Will Enter Into Force On May 9, 2018

The law "On the Basic Principles of Cybersecurity of Ukraine" will enter into force on May 9, 2018.

The law was published in the parliament's official newspaper, Holos Ukrainy, on Thursday, November 9. It will enter into force six months after the date of its publication, that is, on May 9, 2018, the Ukrainian News Agency reports.

According to the law, a National Telecommunications Network and a State Cyber Defense Center should be established in Ukraine before this period.

In addition, a government team for responding to computer emergencies (CERT-UA) should be established for analyzing data on cyber incidents and providing practical assistance in eliminating their consequences.

CERT-UA will be obliged to post official recommendations on countering cyber threats and interact with law enforcement agencies to prevent them.

The document also identifies the main objects of cyber defense, which are the country's critical infrastructure, the principles of ensuring cybersecurity, and the national cybersecurity system.

According to the law, the President of Ukraine coordinates activities in the area of cybersecurity through the National Security and Defense Council, which he heads.

The document defines the concepts of "cybersecurity," "cyber protection," "cyber crime," "cyber defense," and a number of related concepts.

The draft law also defines the concept of "critical infrastructure." The main subjects of the national cybersecurity system are the State Special Communications and Information Protection Service, the National Police, the Security Service of Ukraine, the Ministry of Defense, and General Staff of the Armed Forces, intelligence agencies, and the National Bank of Ukraine.

As Ukrainian News earlier reported, the parliament adopted the law "On the Basic Principles of Cybersecurity of Ukraine" on October 5 and President Petro Poroshenko signed it on November 7.
