Russia having problems with effectiveness of strikes on Ukraine’s infrastructure – British intelligence

British intelligence believes that the Russian strategy to destroy Ukraine's critical infrastructure is not as effective as could be expected, for example, at the beginning of the war.

This is stated in a recent intelligence review of the Ministry of Defense of Britain.

"Since October 2022, Russia has repeatedly attacked the distribution network of Ukraine, primarily with cruise missiles. This is probably the first example of Russia's attempt to implement the concept of a strategic operation to destroy critical targets, which is a key component of the military doctrine adopted by it in recent years," it says in the summary.

According to Russia, the concept involves the use of long-range missiles to strike critical objects of the enemy state's national infrastructure, rather than its armed forces, with the aim of demoralizing the population and, ultimately, forcing the state's leadership to surrender.

Russian strikes continue to cause power shortages, leading to indiscriminate, large-scale humanitarian suffering across Ukraine, the summary noted.

However, the effectiveness of this strategy is likely to be blunted as Russia has already expended a significant portion of its usable missiles against tactical targets.

In addition, since Ukraine successfully mobilized for nine months, the material and psychological effect of this operation is likely to be less than if it had been deployed in the initial period of the war, British intelligence emphasized.

As the Ukrainian News agency earlier reported, on November 23, a British intelligence report indicated that Russia may be running out of Iranian Shahed-136 kamikaze drones.
