Some of Ukraine's Western allies are considering a negotiated end to the war in Ukraine as part of a 2025 strategy discussion.

It was reported by the Bloomberg agency with reference to informed sources.

According to the publication, some officials from among the Western allies are considering various scenarios for a ceasefire and the end of the war. Any decision on negotiations will be up to Kyiv, and no one is putting pressure on President Volodymyr Zelenskyy. The President of Ukraine was adamant publicly and privately that it would be unfair to cede territory to russia, writes Bloomberg.

"With no sign that Russia has scaled back its objectives, the prospect of real negotiations still remains distant, they said. But as the war heads toward another winter, there’s little sign of breakthrough on the battlefield. That’s prompting some allied officials to start exploring ways in which diplomacy could break the deadlock,” the article says.

Negotiations on the cessation of hostilities should resolve the key issue of security guarantees for Ukraine against a future attack by russia, if the aggressor wants to attack again. In addition, the allies are still wary of allowing Ukraine to strike with Western weapons on the territory of the russian federation in order to avoid a direct conflict with the kremlin, the publication noted.

Some allies see the window of opportunity for negotiations between the U.S. election in November and the inauguration of the president next January. During that time, the outgoing Joe Biden administration may have more political freedom to strike a similar deal, Bloomberg writes.

As the Ukrainian News agency earlier reported, on September 17, Director of the National Intelligence Organization of Turkey, İbrahim Kalın, said that the solution to the russian-Ukrainian war should be the construction of a new security architecture.

On September 15, Jake Sullivan, the National Security Adviser to the U.S. President, said that it is the Ukrainian government that should determine how the war in Ukraine will end.

On August 27, President Volodymyr Zelenskyy said that putin does not want to end the war diplomatically.
