The National Coordination Center for Cyber ​​Security (NCCCS) has decided to limit the use of Telegram in state authorities, military formations and critical infrastructure facilities.

This is stated in the message of the National Security and Defense Council (NSDC) on Facebook, Ukrainian News Agency reports.

On September 19, a meeting of the NCCCS, the key coordination and control body in the field of cyber security, was held. The key topic of the meeting was the discussion of threats to national security associated with the use of the Telegram messenger, especially during a full-scale war between russia and Ukraine.

The head of the Defense Intelligence of the Ministry of Defense, Kyrylo Budanov, cited substantiated data regarding the availability of russian special services of access to the personal correspondence of Telegram users, even deleted messages, as well as their personal data.

"I have always advocated and am advocating freedom of speech, but the issue of Telegram is not a matter of freedom of speech, it is a matter of national security," he stressed.

Representatives of the Security Service of Ukraine and the General Staff of the Armed Forces of Ukraine noted that Telegram is actively used by the enemy for cyberattacks, the distribution of phishing and malicious software, establishing the geolocation of users, and correcting missile strikes.

"In order to minimize these threats, a decision was made to ban the installation and use of Telegram on the official devices of employees of state authorities, military personnel, employees of the security and defense sector, as well as enterprises - operators of critical infrastructure. The exception will be only those persons for whom the use of this messenger is part of official duties," the message reads.

As Ukrainian News Agency earlier reported, Budanov previously noted that Telegram poses a threat to the national security of Ukraine, and it is technically difficult, but possible, to close it in Ukraine.

In August, President Volodymyr Zelenskyy said that the detention of Telegram founder Pavel Durov in France does not affect the work of the messenger in Ukraine.
