Russian general, who commanded strike on Okhmatdyt, served in absentia with suspicion

The Security Service of Ukraine (SSU) and the Prosecutor General's Office served in absentia russian lieutenant general Sergey Kobylash, who commanded the missile attack on the National Children's Hospital Okhmatdyt in Kyiv on July 8, with the suspicion.

This was announced by the SSU press service, Ukrainian News Agency reports.

It is noted that the SSU and the Prosecutor General's Office have established the identity of the russian general, who commanded the attack on the Okhmatdyt medical building.

He turned out to be lieutenant general Sergey Kobylash, who at that time held the position of commander of long-range aviation of the Air Force of the russian Air and Space Forces, and later, after the specified strike, was promoted and appointed commander of the Air Force of the russian federation.

"During the period of the investigation, the SSU, together with the Prosecutor General's Office, carried out a tremendous amount of work. We interrogated 112 victims and 50 eyewitnesses, conducted explosive, forensic and other examinations, analyzed videos from video surveillance cameras," said Deputy Head of the SSU Serhii Naumiuk during a working meeting with Prosecutor of the International Criminal Court Karim Khan and Prosecutor General Andrii Kostin.

The investigation established that on July 8, at 9:15 a.m., a russian Tu-95MS missile-carrying bomber launched an Kh-101 missile at a children's hospital in Kyiv on the orders of Kobylash.

According to Naumiuk, the attack on Okhmatdyt was carried out by the 22nd Guards Heavy Bomber Aviation Division of the Long-range Aviation of the russian Air and Space Forces.

It was established that the enemy plane took off from an airfield near the russian city of Olenegorsk, and launched the missile over the Saratov Oblast of the russian federation at a distance of almost 600 km from the Ukrainian border.

From the territory of russia, the Kh-101 missile entered the airspace of Ukraine in the area of the Chernihiv Region and began maneuvering, constantly changing its flight path through the territories of four regions.

This shows that the missile was programmed to maximally "bypass" Ukrainian air defense systems and then hit a medical facility.

At approximately 10:45 a.m., a russian missile hit the department of intensive and efferent therapy for acute and chronic intoxications of the Okhmatdyt hospital.

As a result of the shelling, 2 people were killed, including a pediatric nephrologist.

Another 35 people were wounded, including 9 children.

Administration buildings, medical, laboratory and diagnostic buildings, a transformer substation, utility rooms and a heat supply station of the medical institution were also damaged from the hit.

At the scene of the incident, law enforcement officers found the remains of an enemy missile with markings indicating that it was manufactured on the basis of the russian Raduga design bureau in the second quarter of 2024.

On the basis of the collected evidence, SSU investigators served Kobylash with suspicion in absentia under Part 2 of Article 28, Part 2 of Article 438 (violation of the laws and customs of war, combined with intentional murder, committed by a group of persons according to a prior conspiracy) of the Criminal Code.

"Kobylash is currently suspected of committing other war crimes in Ukraine. In particular, attacks on civilian energy infrastructure were carried out under his leadership in 2022-2023. In March 2024, the International Criminal Court issued an arrest warrant for Kobylash precisely for these war crimes," Naumiuk said.

Since the perpetrator is on the territory of the russian federation, comprehensive measures are underway to bring him to justice for crimes against Ukraine.

As Ukrainian News Agency earlier reported, on July 12, the Minister of Internal Affairs Ihor Klymenko announced that emergency and rescue operations on the territory of Okhmatdyt in Kyiv have been completed.

As a result of the russian missile attack, one building of the hospital was completely destroyed, four were significantly damaged.

The executive director of DTEK, Dmytro Sakharuk, said that two substations were completely destroyed on the territory of Okhmatdyt.

According to the Ministry of Health, the Okhmatdyt children's hospital needs about UAH 400 million just to provide equipment.

Earlier, the court of The Hague issued an arrest warrant for the commander of the long-range aviation of the russian federation, Serhii Kobylash, for the attacks on a residential building in Odesa. On the night of March 2, one of the drones hit a nine-story building in a residential area during maneuvers among the residential districts of Odesa. Part of the entrance to 18 apartments was destroyed.
